After completing the game (Beating Groudon and Rayquaza) you'll wake up one day to discover Poke Square chaotic. Snubbel's transformed into Granbull. After the dialogue scene, you and your partner will travel back to your team base, where they tell you that maybe each pokemon in your group should choose their teammates, leaters, etc. (or something like that) after which go to Whishcash Pond, down through the hole (only one pokemon per visit) and, under level conditions, stones, or holld items, the pokemon may evolve.

As far as I know, the only way to play as EEVEE is to answer the questions right at the survey screen. I can only assist you on one question (This is painful for guys) answer the gender question "Which Are you? Are you a boy? A girl?" answer "girl".

It works, trust me. I did it.
