Go to main menu. Hold R1+R2 and press square, triangle, square, triangle. Release R1+R2 then hold L1+L2 then press right, up, right, up. Release L1+L2 then press L3+R3. A sound will confirm code entry. All characters except for Hyuuga Hanabi and Yodaime (Hokage 4) will be unlocked.

To unlock Hanabi, go through RPG mode and take her on three "dates" as you do so. When that is complete, you will have unlocked her, every single second form character (shukaku gaara, cs2 sasuke etc...) and the fourth Hokage. ^_^
Unlock Konohamaru Ninja Squad & 1st and 2nd Hokage

First take the 10 question test from Udon and Moegi in the Academy to unlock Konohamaru ninja squad then go to Suzuki Estate and take Ebisu's 10 question test to unlock 1st and 2nd Hokage.
